This week on High Caliber Radio, we will discuss the Battle of the Alamo.  183 years ago 182 Texians fought to the death, holding off 5000 Mexican soldiers in a crumbling adobe mission in San Antonio, Texas.  Their sacrifice allowed Sam Houston the time to raise an army which 6 weeks later would defeat the self styled, “Napoleon of the West” , Mexican General Santa Anna.  We will talk about the small arms used by the defenders as well as the standard arms of the Mexican Army during the siege.  We will also discuss to cannon that made the Alamo, the heaviest armed fort south of the Mississippi.  Elton will reply to some listeners’ inquiries about the .338 Lapua Magnum round and we will also discuss the Smith and Wesson Model 63 .22 “kit gun”.

IFG Pedersoli Howdah Alaskan

CCRKBA: House Passage of Gun Control Measure Will Not Prevent Crime

BELLEVUE, WA – Passage of H.R. 8 today by the U.S. House of Representatives confirms that extremist gun control is more important to the anti-gun leadership than making meaningful efforts to reduce violent crime, the Citizens Committee for the Right to Keep and Bear Arms said.

“Eroding the rights of law-abiding citizens and treating them as criminals is not going to prevent a single violent crime,” said CCRKBA Chairman Alan Gottlieb. “Passing this legislation, which President Donald Trump said he would veto, amounts to little more than a publicity stunt to appease the gun prohibition lobby. It’s all flash and no substance.”

The bill passed on a vote of 240-190. Gottlieb said he is disappointed that supporters of the bill believe this will make any difference in efforts to fight crime.

“Adding layers of paperwork to the exercise of a constitutionally-protected fundamental right accomplishes nothing,” he stated. “It seems more designed to discourage honest citizens from exercising their rights than preventing a single crime. We will encourage our members and supporters to contact their U.S. Senators about H.R. 8.

“What the House should be doing, if they really care about fighting crime, is passing National Concealed Carry Reciprocity legislation,” Gottlieb observed. “That legislation would empower law-abiding citizens with the means to defend themselves and their families from dangerous criminals, no matter where they travel across this great country.”

NSSF Praises Target Practice and Marksmanship Training Support Act

NEWTOWN, Conn. — The National Shooting Sports Foundation® (NSSF®), the firearms industry trade association, praised the introduction of H.R. 1222, the Target Practice and Marksmanship Training Support Act of 2019 in the U.S House of Representatives. The bipartisan bill was authored by Reps. Ron Kind (D-Wis.) and Rob Bishop (R-Utah).

“This is crucial legislation that would provide state fish and game agencies more flexibility to use Pittman-Robertson excise taxes dollars raised from the sale of firearms and ammunition to enhance existing public shooting ranges and to build new ones to meet the growing need for additional places for target shooters to participate in their sport,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “Public shooting ranges provide hunters a place to sight in rifles and shotguns before hunting seasons, for people to take firearm safety and hunter education courses and, for recreational target shooters to enjoy their sport. NSSF thanks Congressmen Kind and Bishop for recognizing the critical need and providing solutions to benefit recreational shooters and conservation.”

This legislation has been introduced in previous Congressional sessions, where it received overwhelming bipartisan support, but was never advanced to the president. The funds are derived from an existing excise taxes paid by firearms and ammunition manufacturers since 1937, with almost $12.1 billion raised for wildlife conservation supported by the sale of these products.

States are permitted to use some of those funds for hunter education courses and for public shooting ranges under a restrictive formula that has largely discouraged state agencies from building and enhancing public shooting ranges. The legislation would provide states greater flexibility on their ability to use Pittman-Robertson excise tax funds by increasing the cap of federal funds accrued for the creation and maintenance of shooting ranges from 75 to 90 percent. This means states could begin work on range facilities with 10 percent matching funds, instead of the current 25 percent. It would also enable excise funds to be made available and accrue for five years for land acquisition or range construction.

Target shooters are largely responsible for the funds derived through excise taxes from the sale of firearms and ammunition products. That money is directly responsible for habitat conservation, recreational shooting and wildlife management, making gun owners, hunters and manufacturers largest financial supporters of wildlife conservation throughout the United States. The development of new ranges will help encourage participation in hunting and the shooting sports, ensuring wildlife conservation funding through the Pittman-Robertson Act will continue for generations to come.

THE SECRETS: WINNING THE AFTERMATH – PART 3

When you enter a negotiations, it is important to know what everyone expects out of the encounter.  Everybody needs something…and is there to attain it.  If you know what the other side is after, you have a great deal of control over the tempo and eventual conclusions.  So in this last segment we will discuss the different pertinent parties involved, specifically the initial first responder, his supervisor, the investigator, and of course you.

Let’s begin with you shall we?  You shot shot the terrorist, robber, killer-thug in the face and he is dead on the concrete with his brains showing.  You called the 911 system and stood by carefully waiting.  You gave a brief but accurate no-shitter depicting yourself several times as a justified victim with proper and articulate language.  And the first contact went well.  The first question is asked of you by the first officer – “What happened?”  That is the stage that is set.  What do you want?

I know what I wanted, and would still want.  I want to be treated like a victim and not a suspect.  I want the officers to identify with me as a good guy and think to themselves they would have done everything the same way I did it.  I want to not have to spend a crap-ton of money defending myself from a murder charge and I want to sleep in my own bed.  Tall order?  Not really.

What do the rest of the parties in play want?

The responding officer has a template of actions he wants to accomplish.  He wants to arrive safely and secure the scene.  He wants to follow procedure so his sergeant doesn’t yell at him.  And he wants to begin writing his preliminary report as soon as possible so he can get home to his Swedish gymnast girlfriend and eventually also sleep in his own bed.  The last thing on his mind is to screw anybody over on a report.  He knows if he makes a mistake, it will cost him.

The sergeant on scene wants policy and procedures to be followed and doesn’t want the watch commander lieutenant to yell at him either.  Everyone is passing the liability ball around and he is the one that will tend to collect them.  A misconception is that he doesn’t care what you have to say.  He does because they don’t want to make a mistake either way. The sergeant wants all the boxes checked, all the policies followed and all his guys to do their jobs as expected in a professional manner.

The homicide investigator (we are assuming that you are a Suarez student so that is the sort of investigator you will be speaking with) wants something as well.  Do you think he wants yet another murder case?  Does he not have enough already?  He won’t let one slide but he is not going out of his way to create one either.  His perspectives have already begun to shift toward one position when he received the first call from dispatch that there was a homicide.  If you used your words, you are already being seen as a victim, which you are, and not as a suspect.  What does the homicide investigator want?  He wants corroboration beyond any doubt to confirm what he thinks happened, and what the evidence tells him happened.

In order to have your position as a victim sealed and locked in, you need to give these guys what they want, as much as is in your control.  How do you do that?  By telling your side of the event, from your position.  What you saw, why it alerted you and caused your reaction, and this last is important, why you couldn’t have done anything else.  All of these are illustrated in the flowchart we posted earlier.

  • You were there on good faith minding your own business.
  • The bad guy presented as a bad guy intent on doing harm to you or others.
  • It was clear from what you saw and heard that what was going on was to cost lives if something wasn’t done.
  • Being a man, a father, a person for good, you could not morally run away and leave innocents to their fate…or it was not tactically possible to do so.
  • Your only option was to shot the bad guy.

If you can truthfully say those things, and in a compelling and credible manner, you will in fact be the victim and not the suspect.  And everyone will have gotten what they wanted except the bad guy.

There is a sentiment in the “industry” that this realm is to be left for the lawyers as most of you are far too stupid to ever speak for yourselves.  That you should never speak to the police and should instead always call your lawyer to have him speak for you.  But is there something the lawyer wants?  Certainly…he wants to get paid.  And a case that lasts two years with multiple conferences with investigators and prosecutors and judges could top $100,000!  I recall one attorney friend of mine who said, a victim will make him a few hundred bucks, a suspect will make him tens of thousands.

The sad part as you do not need to be the suspect.  You can be the victim and get what you want.  That is how you do it.

SAF-NRA Amends Challenge to I-1639

BELLEVUE, WA – Contrary to a declaration from a Seattle-based gun control lobbying group, a federal lawsuit challenging anti-rights Initiative 1639 in Washington State is still very much alive, the Second Amendment Foundation assured today.

SAF and the National Rifle Association jointly filed their legal challenge to I-1639 late last year, but last Friday filed an amended complaint that released Attorney General Bob Ferguson as a defendant, and instead named the Clark County sheriff, Spokane police chief and the director of the State Department of Licensing.

“All we did,” explained SAF founder and Executive Vice President, “was to let Ferguson off the hook. We definitely have not dropped our lawsuit, despite a gloating news release from the Alliance for Gun Responsibility that claimed we voluntarily dismissed the lawsuit. We haven’t dismissed anything. I don’t know why the Alliance put a release out. It’s sloppy on their part, and seems only designed to discourage our members and supporters.

“Pardon the pun, but they obviously jumped the gun,” he said.

“Attorney General Ferguson told the court that he shouldn’t be a defendant in the case and defend the law at the same time,” Gottlieb continued. “That may seem a bit contradictory, especially for a man who endorsed I-1639 and has vowed to defend it against any legal challenge, but he wanted out so we let him out. It allows him to be in his favorite spot, in front of a microphone.

“Our challenge to this unjust and unconstitutional law will proceed,” he added, “despite the grandstanding by the Attorney General and the Seattle gun control lobby.

“Ferguson sent an open letter to county sheriffs, demanding that they enforce the law despite their concerns about its constitutionality,” Gottlieb noted. “In that letter, Ferguson referred to Article 1, Section 1 of the State Constitution, about political power being inherent to the people. He seems to have overlooked Article 1, Section 24, which states that the right to bear arms shall not be impaired, but he endorsed a measure that is loaded with impairments, and that’s why we are, and will remain, in court.”

Thusfar we have shared what I think are the all important aspects of the study of gunfighting. We have taken all the steps on the map from developing the proper attitude, and self-image, and what that leads to, as well as the sort of training that will best insure your victory in the fight itself. As a point of credibility, not only do I have personal hands on experience with this, but so do my students. I have been teaching these concepts now for twenty years. None of my students, many of whom are private citizens as well as police officers, have ever lost a gunfight, nor have any of them been jailed for their actions during the gunfight.
And it is that last point that this next segment of the study is about. The so-called aftermath. The Aftermath (followed by sinister music) is big business. Like the relationship between doctors and pharma that keeps America sick and drugged, the Aftermath-based businesses help keep America afraid, ignorant, and in real danger of the law after a shooting. Both of those eventualities are not only unnecessary, but also easily avoided.
When I see a student that is overweight, sickly and on various metabolic-control drugs, I suggest to him that he take some simple steps with regards to diet and physical activity. Those that listen often return to class half the men they were when we met, and report that they are off medications and their health has improved. Could it really be that simple for health? Not always, but usually the answer is yes. Ask my students. But Doctors and Pharma don’t make much money from that so their “expert answers” involve those things the can profit from which are drugs upon drugs. Follow the money to see who benefits and why.
There are similarities with the Aftermath Business. Could it be so simple as that? That if you have knowledge about what will happen, what the investigation will be like, and what needs to be said, and how, that the chances of you being listed as a victim rather than a suspect are almost guaranteed? It is that simple. But the legal professionals won’t make much money from that so they advise the opposite. You hear the parroted internet advice, as told to them by their attorney – stay silent, say nothing, it will all come out in court.
Sure it will. But let’s look at some realities before we take that advice shall we –
1). The police report will not wait for your attorney. It will be written based on observable evidence and statements (yours and that of witnesses). There is a timeline where the initial report will be submitted. The officer writing it doesn’t get to take it home and think about it for a few days. He will write it while drinking his coffee and turn it in before his shift is over.
2). You have one of two places to be mentioned in the report – victim or suspect. Your categorization will determine how you are treated, and what the focus of the investigation will take in relation to you. If you are a victim, the investigation will be to justify your actions upon the suspect who attempted to kill you, by showing his criminal actions. If you are a suspect, the investigation is intended to show that you yourself committed a crime. It is as simple as that.
3). The initial report is written not on paper, but in essence, in stone.  And nothing short of the Lord Himself will ever rewrite that initial report. Once you are a suspect, you are always a suspect. And the investigation will run its course.
4). The role of the victim – Victims give a statement, an additional follow up statement, and are likely released to go home and sleep in their own bed. Costs? Minimal…maybe a new pistol. Not a bad idea to have a lawyer go with your for a secondary interview, but his fee will be less than the price for a new quality rifle.
5). The role of the suspect – Suspects are formed when it is clear they committed a crime, or when their lack of response to a request for information leaves the officer to guess about what happened. Suspects are arrested and charged and if they want to go home, must post bail. Bail for a homicide (ostensibly we assume you were successful thus there is a dead body in place) begins at $500,000. At minimum, you will get to pay a non-refundable $50,000. And that is just to go home. Don’t have that lying around, or cannot qualify for the “loan”? Guess where you stay until your hearing.
6). And we haven’t even discussed the cost of your attorney. Right around this time some guys will sit smugly in their chair because they have “Sheepdog Insurance”. They got it from an ad on Youtube and it only costs $50, and if they get into a shooting, their lawyer will magically materialize on scene and whisk them off to safety. Sure they will. remember item numbers 1-4 above?
Note: An attorney provided at bargain prices through some sort of buying club or insurance is like Obamacare. Feels nice to have that cool membership card until you get something really serious that needs attention.
7). Only by understanding the dynamics and flow of a police investigation, and your role in it, can you affect the outcome of being a victim rather than a suspect.  If you do in fact, remain silent, or don’t provide context to what has happened, you all but guarantee becoming a suspect with all that entails. Fair has nothing to do with it. Reality doesn’t care what you think is fair.
At this juncture some will still hold on to their “Sheepdog Insurance” card like it was a sliver from the True Cross promising them redemption and salvation if only they dial that 1-800 number at the time when they need it. Others, usually the more educated, realize that what I am saying is true, and look further at what we are saying. The key and most important point is understanding the dynamics and flow of the investigation, your role in it, and the goal of being a victim rather than a suspect.
Those are things we teach in our class (originally titled Killing Within The Law), and that we will discuss here in Part 2.

This part we will discuss the first contact with the first responders. And there will be first responders. Some Walter Mitty types on the internet have a fantasy of defending themselves, or killing an active shooter, and then disappearing into the mist, unidentified. Not only will that be very difficult to do given modern responses to such events, but somebody somewhere undoubtedly got a video of it. Fail to make purposeful contact with the first responders, and you will be identified as an armed killer on the loose with every young officer out to make a name for himself likely to shoot you on sight. So, first contact must be made. Here is how you set the stage for success.
1). As soon as it is safe and practical, you need to call the 911 system.  You, not your wife or your kid, or the poor bystander you commandeered into helping you. You need to do it, and it is the first phone call you need to make because you can bet others are calling on what they saw. But note, as soon as it is safe and practical. If it is not safe, you may need to get someplace safe first. That is perfectly acceptable. Your call does not need to be the first the police receive, but they do need to receive it. They are coming and it is incumbent on you that they have the best information so they treat the event as it truly was and not as they might think it is.
2). The first call. You need to control yourself. It has always been a common expected trait of adults to control themselves so ignore immediately anyone that tells you you will not be able to do so. That doesn’t mean it will be shorn of any emotion or excitement. Certainly your words must be genuine, but emotional outbursts never help anyone get their message across.
3). Your conversation with the 911 operator should have the framework already established.  And it will be a conversation. many people think they will make a canned statement filled with magic key words whereupon neither dispatchers or officers will ask anything else and the entire event will freeze until your attorney descends on a cloud. It doesn’t work that way. Set the frame work of your words and conversation beforehand using the Flowchart Of Justified Deadly Force.
4). Your words will establish your victim status. The framework should involve what happened, who you are, and establish initially and many subsequent times subsequent to that, that you are the victim. There are ways to accomplish this without seeming contrived or false. Something like, “Hello…two gang members just tried to kill me. They tried to steal my car at gunpoint and I thought they were going to kill me. My name is….”. That is a good way to set the tone and your role in the event.
5). Your words will include the following points.  They may be prompted by a question from the call taker. Transmit in short bursts, not a long drawn out diatribe. It should be a conversation and not a monologue.
a). What happened – this should detail what the bad guys tried to do. Note the subtle difference between “I was just in a shooting” and “Two gang members just tried to kill me”. Wield words like you wield your weapons, with class, skill and dexterity.
b). Who and where you are – They likely already know the where in general, but tell them you have taken cover behind the black Tahoe at the end of the lot…”because you were afraid they were going to come after you”. Identify yourself by name. Then describe yourself physically. And again, it should be genuine so practice it. “Hey guys listen…I am the victim…please tell the officers that I am no threat to them. I am a male white, fifties, 6 feet and 190 pounds. I am wearing a blue shirt and tan pants. I am a victim.” Keep stating the obvious and it will be transmitted and accepted.
6).  The mission of the call taker is to get as much information for the responding officers as possible so that they can arrive, secure and resolve the event safely. They do not want to shoot a good guy anymore than you want to shoot a police officer. But this is a tense situation and the call taker may or may not be skilled. If an important bit of information is not asked for, like your physical description, be sure to volunteer it. Remember that the more information the responding units have about the reality of the event and your role, the safer it will be for you a well.
7). First Contact with the first responders. Hopefully by now, you have made multiple micro statements about your victim status and the preliminary information received by other means is supportive of that fact. Coupled with your self-provided description and nutshell description of what the bad guys did, the responding officers are forming an opinion abou the situation. When they arrive, it is all very simple.
First point is don’t have the pistol pointed at them, or held in an aggressive manner. Whether you holster or not is a point of debate. I carry appendix and am very fit so holstering is very easy to do. I would most likely have holstered before the police arrive. Second point is do as you are told. This is not the time to discuss your rights. This is the time for them to control and secure everything, including you. They are good at this and the less compliant you are, the more forceful they will be.

SIG SAUER M18 Sets New Standard for Army MHS Reliability Testing

NEWINGTON, N.H. –SIG SAUER, Inc. is proud to announce the M18, the compact variant of the U.S. Army’s Modular Handgun System (MHS), has successfully completed a recent Lot Acceptance Test (LAT) with zero stoppages during the required MHS Material Reliability Testing.

Historically, Lot Acceptance Testing would include testing handguns to 5,000 rounds and allow for up to 12 stoppages to pass. The recent MHS Material Reliability Test consisted of firing three M18 pistols to an unprecedented 12,000 rounds each, and in an extraordinary display of reliability, the M18 performed with zero stoppages. Additionally, despite undergoing this level of strenuous testing the M18 passed a parts interchange test, met all of the stringent accuracy and dispersion requirements, was tested for firing pin indent and trigger pull measurements to ensure consistency, and conformed to all workmanship standards.

The success of the MHS program, and the performance of both the M17 and M18 pistols, was further confirmed in the recently published Director of Operation Testing and Evaluation (DOT&E) Annual Report, which provides an independent review and analysis of the U.S. Department of Defense weapons systems. The report states that, “the MHS meets or exceeds requirements for accuracy, lethality, ergonomics, and safety,” in addition to stating that, “both the XM17 and the XM18 are operationally effective and suitable.”

SAF Joins Challenge to NJ 3-D Censorship Law

SAF JOINS 1st AMENDMENT CHALLENGE TO NEW JERSEY 3-D CENSORSHIP LAW

BELLEVUE, WA – The Second Amendment today joined several other organizations in a lawsuit against New Jersey Attorney General Gurbir Grewal, seeking a temporary restraining order and preliminary injunction against enforcement of provisions in a 2018 law that criminalizes constitutionally-protected speech.

SAF is joined by Defense Distributed, the Firearms Policy Coalition, Firearms Policy Foundation, Calguns Foundation, California Association Federal Firearms Licensees and a private citizen, Brandon Combs. They are represented by attorneys Chad Flores, Daniel Hammond and Hannah Roblyer of Beck Redden LLP in Houston and Daniel L. Schmutter of Hartman & Winnicki, P.C. in Ridgewood, N.J.

The lawsuit contends that after New Jersey lawmakers passed the new statute last November, Attorney General Grewal censored the plaintiffs’ free speech rights by threatening to jail them or anyone else that violates a section of the law that criminalizes distribution of digital instructions that may be used to produce a firearm with a three-dimensional printer.

“This isn’t about firearms, it’s about freedom of speech,” said SAF founder and Executive Vice President Alan M. Gottlieb. “If Attorney General Grewal can suppress the sharing of technical information about the production of firearms components using modern technology, what else might he, or another attorney general choose to suppress at some future date if he or she doesn’t like it?

“Section 3(I)(2) of the law doesn’t criminalize conduct,” he observed, “it criminalizes speech, the mere act of sharing information. We are hopeful the court will recognize the Orwellian nature of this prohibition and conclude, as we have, that it is an unconstitutional abridgement of protected speech.”

The lawsuit notes that all types of digital firearms information are censored, including computer aided design files and other code or instructions stored and displayed in electronic format as a digital model. Under the law, it does not matter whether anyone actually uses the information, only that it is available and “may be used.”

“With so much media attention on 3-D technology in recent months, the public has a right to know what the controversy is all about,” Gottlieb said. “But Grewal won’t allow that so we’re taking him to court.”

The Second Amendment Foundation (www.saf.org) is the nation’s oldest and largest tax-exempt education, research, publishing and legal action group focusing on the Constitutional right and heritage to privately own and possess firearms. Miami-Dade PD SRT Transitions to New NPA Duty Ammo

Miami-Dade Police Department Special Response Team Transitions to New National Police Ammunition Duty Ammunition.

Miami, Florida – National Police Ammunition (NPA), the world’s leader in lead free ammunition, is pleased to announce that the prestigious Miami-Dade Police Department Special Response Team (SRT) has selected to adopt the new NPA patent pending 130 Grain 300 BLK HELO SR as their primary rifle duty ammunition.

The NPA patent pending SR ballistic insert utilizes a metal alloy sintered tip that will not deform in flight and acts as a barrier blind round by allowing the ballistic tip to defeat intermediate barriers then release from the main body of the projectile once encountering soft tissue. This allows complete energy transfer and controlled expansion of the main body of the hollow point bullet, mitigating risk of over-penetration. FEAR EMOTIONS AND THEIR EFFECTS ON THE PHYSICAL
“There are things in heaven and earth”, says the poet…that human kind yet doesn’t understand or is able to explain.But the lack of scientific understanding does not invalidate the existence of “those things”.
One of those areas we have been deep in study, and for close to thirty years now, is how a mental attitude and established self-expectations translate into live physical performance in combat. Recently some of us were discussing “fear”. The word itself is as inaccurate as the word “love”. We love our mothers and a nice single malt…but not quite in the same way. Yet the word is the same in the English language. Same for the word “fear”.
Those words tend to create physical manifestations, which I believe in turn have a deep effect of physical performance. Thinking in words creates physical expressions of those words. Ask someone to show you a “fear face” and they will take on a frightened, submissive, hiding posture, like a child hiding under the covers from the monster in the closet. I believe that such physical expressions of thoughts have performance results.
The science – In 1984, Dr. Paul Ekman and other psychologists at the University of California Medical School at San Francisco published an article in the journal Science showing that when people mimic different emotional expressions, their bodies produce distinctive physiological patterns, such as changes in heart and breath rate, for each emotion.
Another proponent of the concept, Dr. Robert Zajonc, a psychologist at the University of Michigan. Zajonc writes that as certain facial muscles relax and tighten, they raise or lower the temperature of blood flowing to the brain and, in turn, affect the activity of brain centers that regulate emotion. In short, facial action leads to changes in mood.

This is a controversial discussion and science, but it is there for study. There is no separation between what we think and say to ourselves and what we embody and represent physically. Embrace fear and you will appear fearful and act frightened – even if you try to convince yourself otherwise. This is an active mental and internal thought process and has nothing to do with the presence or absence of adrenaline or the labelled “adrenaline dump”.
The point is that if emotional and mental states have a physical representation, will creating physical manifestations of desired moods and mental states create the reverse. The book we have discussed here – Stealing Fire discussed this in depth and it is a great study.
And knowing this, that mental/emotional mood affects the body, we can then affect the mental/emotional mood by manipulating the body. But even deeper and beforehand, can we circumvent what is a socially trained response by choosing to think in the right words, rather than the words that common language chooses as appropriate?
I think we can.  And this is a big part of the work we are doing in the Mind Dojo.

Pelosi Wants to Criminalize Private Sales and Send You to Prison for Merely Showing Off Your Gun to a Neighbor

Dear Tim,

Nancy Pelosi and her anti-gun team are either profoundly stupid or genuinely evil.

Although either answer is arguably correct, the latter most likely explains H.R. 8 — a bill that is scheduled for a hearing this week in the House Judiciary Committee.

With H.R. 8, Pelosi and her gun-hating cronies have crafted a “Universal Background Check” bill with dozens of trap doors that could, if enforced to the letter, put millions of gun owners in prison.

Specifically, the bill outlaws the “transfer” of a firearm without a Brady Check. While this includes private sales, it by no means is limited to that.

The term “transfer” is nowhere defined, but it’s clear from the bill that handing your gun to a neighbor for as little as one second is a “transfer” unless you’re covered by one of the bill’s so-called exceptions.

So if you show off your new gun to your neighbor in your living room, and hand it to him to look at, you’re a criminal, and can go to prison for up to a year under federal level.

But as onerous as this provision is, the worst part consists of the Universal Gun Registry the bill would create.

Under H.R. 8, since every gun transfer will go through a dealer, every gun owner will have a 4473.

We know that the ATF, in connection with annual inspections conducted under federal law, is increasingly copying these forms to its database in a centrally accessible format. See examples here.

So here’s the problem: if everyone has a 4473, everyone is potentially in the database.

Even the Obama Administration recognized this in 2013, when a leaked memo from the Justice Department revealed its assessment of Universal Background Checks:

Effectiveness depends on the ability to reduce straw purchasing, requiring gun registration …. (Emphasis added.)

Regardless, gun grabbers today are trying to put a new spin on Universal Registration Checks. They claim that section 5(1) in the bill prohibits registration.

The problem is that the Firearm Owners Protection Act of 1986 CURRENTLY prohibits a national gun registry. And yet, the ATF is not interpreting that prohibition from preventing it from doing what it’s already doing.

So if the current prohibition isn’t effective, why would anyone suppose that putting it in the law a second time would make any difference?

Are we putting the ATF on double super-secret probation?

As I mentioned above, the House is now pushing this bill to the forefront.

So please send your Representative a pre-written letter OPPOSING H.R. 8.

MYTHS OF THE GUN WORLD
I am writing a five part series on “The Secrets”. These are those intangible things that can’t be quantified in a shooting test or sporting event, yet the very same things that define the difference between victory and death in a gunfight. I will write the five parts out, with my unedited opinions and let the chips fall wherever the hell they fall. If you like what you read, there will be an opportunity to let us know. Here we go.
The first installment will discuss the myths of the gun world. These are things that have been accepted as truth because they have been said so often. The problem is that many of those repeating these things have no first hand knowledge and so they repeat what they have heard. A myth repeated often enough becomes a widely held belief…almost a religious belief. yet, it is still a myth, and myths are not truth.
Myth Number One – The presence of the gun is all you need, so have a gun. Having a gun is a good thing, but it is actually less important than your willingness to use it, your ability to use it well, and your understanding of the dynamics of the fight. The man with a gun who has no ability in its use, no understanding of the dynamics of the fight nor come to terms with using it to kill another man, will die with it still in the holster. Or worse, will over react from a fear-driven perspective.
Myth Number Two – It is all about shooting skills. Very few “shooting instructors” have any personal understanding of violence and so their entire world view consists of the artificial world of the shooting range. Their entire understanding and training revolve around the ability to conduct shooting drills and this is what they pass on to knowledge seeking students. Shooting skills have a value, and it is true, that only hits count. But the events that take place before shooting is of greater importance. As well, a proper reaction depends on your position in the fight, who possesses the initiative and your ability to exploit the gaps in the timing of the event. None of those things are learned on the shooting range.
Myth Number Three – “I was in fear of my life”. All you need to do is utter those magic words, and the world will freeze in place. Like Dorothy and Toto, you will be instantly transported to your lawyer’s office where he will save you with his lawyerly skills. And so those magic words and the magic phone number are all anyone worries about. They may even buy some insurance so they can feel better about not knowing things and be free from having to learn anything other than shooting drills.
Well, those magic words never had any magic, and that magic phone number never stopped an investigation from proceeding. So rather than the myth of the magic words and the lawyer from the sky, it is better to know when, where, and why you are justified in killing an adversary, as well as how an investigation starts and develops so that you can make informed decisions and use the correct words to describe what transpired than sit, charged with a crime due to your silence, writing a hefty check you didn’t need to write.
Myth Number Four – If you shoot someone, you will be arrested and sued. This myth is promulgated by those who sell legal services and associated products. Here is a secret – victims do not get arrested, only suspects do. Wouldn’t it be nice to be the victim whose story was the main narrative in the report? The police have a goal. To conduct and conclude a thorough investigation in a timely manner and in a way that they can show was professional. They are not out to “pin a crime” on a victim.
As far as being sued, you don’t need to shoot anyone for that. The American society has created an environment where every man or woman will likely be sued in their life by someone else. Wise people take steps to protect and conceal their assets.
Myth Number Five – You will get PTSD if you shot someone. I saw an ad recently. It began with the title – “The Worst Day Of Your Life”, and lead into it being the day you defended yourself with a firearm (I assume they meant that you shot and killed some thug or terrorist who was going to do the same to you). I would think the worst day would be if you failed to shoot him because you left your gun at home or worse…missed your shot. But successfully putting down an evil man who sought your death or that of your people is The Best Day, not the worst one. It is a matter of perspective and self-image. If you allow such “Worst Day” thinking to become the norm for you, yes you will very likely have emotional issues. However, if you reject such thinking and have a more realistic self-image about such thing, your reaction will be quite different than the tear-spilling of the worst-day believers.
Myth Number Six – Physical fitness is not important because I have a gun. Truth be told, most gun people are in greater danger from diabetes and heart disease born of food abuse and obesity. Just go to a shooting range or gun store and look at the people there. What will happen to them when they get that sharp adrenaline spike, assuming their system is working properly, when all they have been doing is feeding their faces for the last twenty years? What will happen when they take a shot themselves as the opening shots to a big unexpected gunfight? Will their already taxed system be able to prevail and fight through (a factor of physical fitness), or will they succumb to a sudden heart attack from the shock?
I will say that upwards of 80% of gun people would be better served taking a year off from shooting and spending that time at the gym lifting weights and reading about what they should and should not eat. Strong and fit people are harder to kill and are better at killing that weak and overweight people.

Fear is NOT a gift. Fear, no matter how many books it sells, it is an emotional reaction that leads to poor decisions and to over reaction. What we want instead is coolness under stress…now that is a gift. But far too many gun people are driven by fear. Their training is based on being afraid and their entire defense posture is built entirely on fear because that is what those who trained them knew best. One generally teaches what one knows and understands.
But fear-aggression often leads to fear-shooting. And fear-shooting is rarely clean, well done, or justified shooting. The attitude that is most desirable is not the snarling little fear-aggressive dog with the emotionally-driven outburst of words, and often over-reactive gunshots. The attitude that is more desirable is the attitude of the predator. Now by “predator” I am referring to the animal kingdom example that differentiates the snarling little ankle biter dog, and the wolf on the hunt.
The Predator does not show emotional arousal, or anger. The Predator does not yell or posture and does not develop a relationship to or with his adversary. He has a cool-minded determination to overcome and defeat the adversary. The adversary is in fact, nothing more than a target. The predator has a situational awareness and is planning his positioning and maneuver to take advantage of the environment at the time he launches his action. The exchange is not a give and take as would be seen in a sparring match or a sporting event. He moves decisively and with finality. Having justified the outcome with his rules of engagement, he has already decided to kill the target and is merely waiting for the visual or audible signal to launch. There is nothing defensive about him once the signal has been recognized. Moreover, should the contact be initiated by the adversary and the predator be on the defense at the outset, his entire plan of action revolves around turning the tables, taking away the adversary’s initiative and counter attacking.
There are many gunmen that cannot let go of the fear-aggressive model they have been trained and indoctrinated in. They will say that we cannot be predators and that the laws say this or say that. Actually, they and their trainers, are wrong. There is a difference in creating an event, and reacting to an event presented to you. Once the event has been presented to you vis-a-vis the actions of the adversary, you are free to do as you wish. The key and important thing here is the recognition of the unfolding event. And how you see yourself and your role in relation to it.
The Fear-Aggressive will see these events far differently than the Predator.
I tell the students that my job is to teach them at three levels. One is the mind as they need to know why they will be doing what they are doing. Two is the hands, or technical mastery. And three, most importantly is the heart, or how they should feel.
I am not teaching them sport, I am teaching them how to kill evil men. If you carry a pistol with you daily it is in anticipation of, perhaps that very day, of killing another man, or men, bent on killing you. Thus all men who carry a weapon are killers, or anticipating becoming killers. A part of this has been labelled mind set, but there is so much more to it than just a mere thought process. It is more of a “self-image”.
Theodore Roosevelt, a life all men should study, wrote: All men who feel any power of joy in battle know what it is like when the wolf rises in the heart.
He was right. There is a sentiment behind it…a joy. The French called it Joie de Guerre. But it is a sentiment that modern society is extremely uncomfortable with.
Does the lion weep over killing the zebra? I doubt it. So how do you see yourself? What is your self- image? Prey, or Predator? When the evil men come with threats of violence are you afraid? Or do you inwardly smile and your heart leaps at the justified opportunity to express your warrior nature once again? Today we cultivate our warriors to feel bad about their victories and we brow beat them with labels and counseling. And if they dare say they enjoyed the fight…that it was fun, they are excoriated and expelled from the mainstream.
But consider the lion. When the zebra presents himself to the lion, the lion is not afraid. Even if the lion was outnumbered by armed and belligerent zebras. The lion smiles inwardly, pleased at the opportunity to manifest his existence and being as a lion. So he is happy when he chases, catches, and kills the zebra.
He is happy to be the lion.
He is happy at the opportunity to express his “lionhood”.
And it has nothing at all to do with one’s profession. “Professional” and “amateur” are words that have lost all original meaning. Predator and prey is far more descriptive than mere occupation. One self selects or he does not (even if they are assigned to a role that does not fit them). I have found during my past life in LE and my present life often training LE that many of them are not self-selected predators of evil men. Rather they are assigned to that task once in a while and if all goes well, and the numbers are on their side, they succeed. But if not, we see events like we have seen around the nation of men tasked with attacking the demons disengaging and hiding under the desk. Truly, in the modern age of LE, the mentality I am discussing is not welcomed at all and the ethos of “community helper” is far more accepted than “hunter of demons”. And when a smiling community helper, who has been raised in and motivated by fear, faces a terrorist or a moderately trained and skilled evil adversary, well…the news is filled with such events.
The lion does not warn the zebra he is coming to kill him. There is a great deal of importance as to how one sets his perspective on things…about how one gets their mind right. We need more predators and far fewer prey.

Next Time – The Secrets: Developing Gunfighter Skills
Thusfar I have exposed the myths held onto so dearly by a large segment of the gun world and the CCW world, I have discussed the all important development of the winner’s, the warrior’s self image. This self-image is of far greater importance than any mind set, color code, or anything else used to skirt the world of the mind in the fight.
Now we will discuss how to train to develop the skills of the gunfighter.
Gunfighting and Shooting are not the same things. Gunfighting and gun sports are not the same things. I will bet the average thug who has already killed a few other bad guys will utterly trash the average “grandmaster” sport shooter for whom the street fight is a foreign concept. Why? Because the killer knows how to kill and the gunfight is about killing, not about shooting a score. The concept of shooting for a score, or a “running a stage” is actually detrimental to street fighting skills. And doing one will not make you better at the other. Choose what you want your skill to be developed for…the game fields or the streets. They are different.
Winning in the street is not about speed it is about timing. It is about understanding what is happening and reading the body language and tempo of the event and the participants. You learn timing by training with live adversaries not by shooting paper or steel. Do you evade and then draw? Do you draw and fire as you evade? Do you take a position behind cover and then draw and shoot? Do you shoot from where you are? All of these can be answered in the blink of an eye by a man who understands where he is in the cycle of initiative, and what the timing of the fight is when he realizes it is happening.
Winning in the street is not about shooting accurately as much as it is about not being shot while shooting. The street is a two way world, and there is no 180 degree line behind which you are safe. And the other side will in fact try to kill you because in their minds, you and not them, are the target. Your understanding of this and development of tactics to shoot while not getting shot are paramount to winning. Why do so many good guys get killed? Because their self-image and attitude made them prey, because they were not paying attention to the timing in the fight, and because they had been trained to do well in accordance with and on the artificial training field called the shooting range.
To win a street fight you must train for the street fight. That means that attending the shooting range and establishing a standard monthly round count is not very important. Rather what is important is training to move dynamically in response to gunfire. Not the ridiculous range crab walk, but a sprinter like hauling of ass while drawing. And under real pressure from a training partner who will shoot you in the face if you tarry.
To win a street fight you must train for the street fight. That means that your weapons must be carried in an easily accessible, but totally concealed manner. The bad guys are looking for someone to shoot first. Don’t be the buffoon in the IDPA vest with the open carry holster, and the sheepdog hat. But conversely don’t be the Elmer Fudd with the Rugger LCP in the pocket covered by candy wrappers and spare change.
To win a street fight, you must train for the street fight. That means that you forget the double taps, the “hammers” and the certain rounds on certain targets as per the rules of the stage. Instead, you train to shoot them to the ground with as much ammo in the upper chest and face as needed…and maybe more. It is about winning by inflicting so much pain and damage on the enemy cannot continue. And that usually means “shooting him to death.”. And discussing it is insufficient…you must develop the personal memory of doing so in training against your human training partner. To be good at killing, you need to practice killing…and with total honesty and clarity of what you are doing.
To win the street fight, you must train for the street fight. And unless the street fight will be taking place at the seven yard line of the shooting range, you should not spend your time there.
Fifty percent of your time should be spent in dry fire training at home. Not just standing there watching the sights while pressing, but in dynamic movement drill so that your evasive actions are reflexive and done without thought as you draw. In reactive and reflexive weapon manipulation drills so running your pistol is thoughtless and automatic. And all of it done from concealment, at full speed, and with total freedom from the rules and constraints of the range. The best thing about this is that it is free.
Thirty percent should be in training with another human being in force on force drills. If you do not know any force on force drills, you know nothing about training for the street. I am not going to give them to you for free. Come to a class and learn them. These drills will test you and tax you unlike any shooting exercise ever will. And once you master them you will be a very dangerous person indeed, and any man that chooses you as a victim will be in far more danger from you than you from him.
Only the last twenty percent of your time need be spent on the shooting range. And of that time, some spent of accuracy for those events when you have the initiative and are preempting the fight. The rest of the time spent in live fire executions of the movement and shooting drills you develop in the force on force realm. And truly, you could do well to take that last twenty percent and divide it equally between dry fire and force on force drills and not lose out on any skill development.
If I had total control over a student’s development, they would not fire a single live shot until they had a full and complete understanding of these things.

Firearms Industry Opposes Assault Weapons Ban
NEWTOWN, Conn. — The National Shooting Sports Foundation® (NSSF®), the trade association for the firearms and ammunition, today announced that it opposes the Assault Weapons Ban of 2019 introduced in the U.S. Senate this week.

The legislation introduced by Sen. Dianne Feinstein (D-Calif.), like earlier versions, relies on wrongfully defining commonly-owned semi-automatic rifles based on certain cosmetic features. The new version of this legislation, however, expands ways to ban the most-popular center-fire rifle in America. Since the original Assault Weapons Ban expired in 2004, more than 16 million of these rifles have been legally purchased for lawful purposes.

“It is disappointing to see politicians continue to pursue a failed policy agenda that has proven ineffective in improving public safety and will deny law-abiding citizens their Constitutional right,” said Lawrence G. Keane, NSSF Senior Vice President of Government and Public Affairs and General Counsel. “Despite what proponents may say, the record shows that Sen. Feinstein’s original 1994 Federal Assault Weapons Ban had no demonstrable impact on reducing crime and this one would be equally ineffective.”

Since the original ban, firearms ownership has increased while the criminal misuse of firearms has steadily dropped. FBI crime statistics demonstrate there is no justification for banning modern sporting rifles

Senator Feinstein continues to mislead the American public by demonizing semi-automatic rifles based on external, cosmetic features that have no bearing on the function of a firearm, labelling them with a term invented in 1998 by the Violence Policy Center’s Josh Sugarmann for the purpose of confusing and misleading the public into believing commonly owned semi-automatic rifles are equivalent to fully automatic machine guns. Sugarmann wrote, “anything that looks like a machine gun is assumed to be a machine gun (and) – can only increase the chance of public support for restrictions of these weapons.” In reality, modern sporting rifles operate in the same manner as other semi-automatic firearms, firing one round with each pull and release of the trigger.

The XD-E takes the best elements of the Springfield Armory XD series and combines them into a double action-single action (DA/SA) pistol that’s perfect for concealed carry.

Combining the XD’s 1911 style grip angle into a sleek frame measuring just an inch wide, the slim profile is a comfortable fit that is ideal for everyday carry. The design features a Low-Effort-Slide that requires 27% less effort to cycle the slide when compared to leading striker-fired pistols in its category. The exposed hammer is also an excellent feature that adds peace of mind by clearly showing the mode of carry the firearm is in. CCI Ammunition Launches New Rimfire Loads at SHOT Show

Samson Manufacturing to Supply IDF with Sights

KEENE, NH – Samson Manufacturing announced today that they have been chosen to supply the Israeli Defense Forces (IDF) with their flip-up, backup iron sights (BUIS) for IDF M4 Carbines.

Working closely with the IDF, the Samson sights passed rigorous environmental and field testing prior to being assigned IDF Part Number 2888-88124. Significant quantities of this rugged and dependable sight have been in IDF field trials for almost a year.

These sights differ slightly from Samson’s standard offerings, featuring a slotted mounting screw and modified picatinny clamp. Also, per IDF specifications, the A2-style aperture is mounted such that the small aperture presents when the sight is deployed.

CHICAGO INCIDENT ANOTHER CASE OF GUNS SAVING LIVES, THANKS TO LAWSUITS, SAYS SAF

BELLEVUE, WA – A young Chicago woman was able to defend herself against a would-be armed robber with a legally-carried pistol, thanks to two Second Amendment Foundation court victories that first nullified the city’s handgun ban and then forced the Illinois Legislature to adopt a concealed carry law, SAF noted today.
The incident is still under investigation, but it is certain that the 19-year-old suspect, who was fatally wounded, would have been facing an unarmed victim had not SAF legal actions paved the way for Illinois citizens to legally have handguns in Chicago, and to be able to legally carry them.
“Our legal actions have always been about putting law-abiding citizens on an equal footing against violent criminals,” said SAF founder and Executive Vice President Alan M. Gottlieb. “We eliminated Chicago’s handgun ban with our 2010 Supreme Court victory in the McDonald case, and then forced Illinois lawmakers to allow citizens to legally carry with our Moore v. Madigan lawsuit.
“A legally-armed 25-year-old woman is alive today because she could fight back,” he observed.
“Not surprisingly,” Gottlieb said, “the gun control crowd invariably loses its voice when a bad guy is shot while committing a crime. Groups such as Everytown for Gun Safety and Moms Demand Action scream loudly when they push restrictive gun laws to disarm honest citizens, but when an intended victim is able to win in a deadly confrontation, they quickly stick their heads in the sand and pretend nothing happened.
“Their silence,” he stated, “is not only deafening, it is deadly.”
“SAF’s motto for more than a decade has been ‘Winning Firearms Freedom, One Lawsuit at a Time’,” Gottlieb concluded. “That freedom includes the ability to defend one’s self in a life-threatening situation, and there’s no other way to define an attempted armed robbery on a Chicago street. Anyone who thinks a young woman should not be able to defend herself with a legally-carried handgun needs to readjust their moral compass.”

Senator Feinstein Rails Against Gun Owners of America

Dear Tim:

Gun Owners of America today filed its lawsuit challenging the Trump administration’s illegal and unconstitutional bump stock ban.

GOA’s action came on the same day the administration published the regulations in the Federal Register.

Already, gun control advocates have become very dispirited.

Senator Dianne Feinstein lamented that the lawsuit by Gun Owners of America would keep the bump stock ban “tied up in court for years.”

Well, well. Wouldn’t that just be a shame. LOL

Anyway, Gun Owners of America has filed its lawsuit in the Western District of Michigan. You can read it here.

Not coincidentally, Michigan is located within the jurisdiction of the Sixth Circuit Court of Appeals — a circuit which is not only very pro-gun, but also has been more skeptical of illegal government regulatory actions than many other circuits in the country.

Our suit challenges the legality of ATF’s action and asks for an injunction to stop enforcement of the regulations.

We are happy to report that the Virginia Citizens Defense League has joined the suit as a plaintiff — as has Tim from the Military Arms Channel and GOA’s own Rachel Malone.

And I’m glad to report that several state organizations have contacted me and will be helping to support this case as well.

Two state organizations which have already partnered with us to financially support this case are the Oregon Firearms Federation and BamaCarry.

These two are just the tip of the iceberg, as other organizations are also interested. So we are looking forward to seeing even more state groups jump aboard!

Bump stock regs could lead to an AR-15 ban

Last week, I did a live broadcast to talk about the GOA lawsuit. You can click here to see that broadcast or click on the nearby screenshot. 

The GOA suit questions the unconstitutional breadth of ATF’s language. The ATF states: “…these devices convert an otherwise semiautomatic firearm into a machinegun.”

But hold on a minute. If the bump stock converts an AR-15 into a machinegun, then AR-15s could be next on the chopping block.

After all, there are other items which can help bump fire an AR-15: rubber bands, belt loops, etc.

So if bump firing an AR-15 turns it into a machine gun, then according to these ATF regs, the next anti-gun administration will have a choice: To either ban rubber bands or ban AR-15s.

Which one do you think they’ll choose?

As soon as the next anti-gun Democrat is elected to the presidency — whether it’s Elizabeth Warren or Bernie Sanders — you can bet that it will take advantage of Trump’s precedential “semiauto ban.”

Finally, there is no “grandfather clause” or lengthy phase-in to the ATF’s action.

Unless you destroy or surrender your bump stock within 90 days (with no compensation whatsoever) and sign a form saying you waive all your constitutional rights, the ATF is claiming that you are a felon — subject to 10 years in prison.

You can help support GOA’s lawsuit against ATF

You may or may not own a bump stock. You may or may not like bump stocks.

But you can bet that the goal of gun grabbers is, ultimately, not just banning bump stocks, but, rather, putting “points on the board” toward its goal of banning civilian ownership of all firearms. 

As you can see, there’s a lot riding on this case, and we’re expecting the legal costs to be massive.

So we need gun owners to rally behind this case!

Late last week, the Trump administration issued a “school safety” report.

Steyr Arms USA Introduces the Scout Rifle in 6.5 Creedmoor

Steyr and Col. Jeff Cooper introduced the first production Scout Rifle to the world at the 1998 SHOT Show, and for more than a decade, Steyr hasn’t introduced a new chambering in the Scout Rifle platform. That is until now. It’s official; the Steyr Scout is now available in the wildly popular performer 6.5 Creedmoor.

Throughout his decades of development of the scout-rifle concept, including the nearly decade-long collaborative design process to create the Steyr Scout, Cooper was very specific in his chambering choices for his ultimate production scout rifle. In addition to his long list of qualifications that only the Steyr Scout accomplished, he wanted the rifle to be able to knock down any North American game, and he wanted the ammunition to be readily available. While the 6.5 Creedmoor wasn’t available in his lifetime, it has become one of the top cartridge choices in the U.S., and it’s become quite plentiful.

“It can’t be said that Col. Cooper wasn’t a fan of the 6.5 mm, as he wrote about the 6.5 Mannlicher Schoenauer rather longingly,” said Scott O’Brien, Steyr Arms, USA, CEO. “But Col. Cooper never could have expected the amazing performance of the 6.5 Creedmoor, nor could he expect the widespread availability of such a round.”

Steyr and Cooper began collaborating on a production Scout Rifle around 1990, and the Steyr engineers worked within his limitations to produce a rifle that was less than a meter in length, less than about 7 pounds, and it had to be able to take anything in North America from hare to bear. Steyr engineers provided his desired backup “ghost-ring” iron sights that rest snugly within the Steyr Scout’s profile and can be deployed within seconds should the optics fail. They also provided two-stage magazines that could accomplish the same function as the 1903 Springfield’s magazine cutoff but in a much faster manner than the original.

Just like the original Steyr Scout, the 6.5 CM version incorporates a spare magazine in the stock with the ability to accept a pair of optional 10-round magazines. The stock also incorporates an integrated bipod, as well as a set of five whale-tail sling-swivel attachments to accommodate a three-point Ching Sling on either side of the stock.

“We can never know how the Colonel would have felt about chambering his rifle in the 6.5 Creedmoor, but considering its performance and after extensive testing, we think he’d wholeheartedly approve,” O’Brien said.

The Steyr Arms Scout 6.5 Creedmoor has a 19-inch cold hammer forged barrel that is fluted and threaded to accept 1/2-20 RH muzzle devices. It is now available in Black, MUD and OD Green stocks with an MSRP of $1,735.00.

HEARING PROTECTION ACT REINTRODUCED IN 116th CONGRESS

 

WASHINGTON, D.C. – On January 3rd, the first day of the 116th Congress, Rep. Jeff Duncan (R-SC-03) introduced the Hearing Protection Act (HPA) of 2019. An enhanced version of previous HPA’s, this legislation includes several suppressor related technical amendments that were first incorporated into the SHARE Act of 2017. The primary focus of the bill is to remove suppressors from the National Firearms Act (NFA), making it easier for law-abiding hunters and sportsmen to protect their hearing while at the range or in the field.

 

“The Hearing Protection Act is a commonsense bill that is important to all sportsmen and women across the country,” said Rep. Duncan. “Personally, I have experienced hearing damage from firearm noise, and I believe easier access to suppressors may have prevented much of this damage from early on in my life. Bottom line, this bill aims to fix this health issue that has already been addressed by many other countries. Now is the time to ensure sportsmen and women can have the safety and protection they need while hunting and shooting.”

 

Originally introduced by Rep. Matt Salmon (R-AZ-05) in 2015, the Hearing Protection Act has garnered national attention for nearly four years. However, this year marks the first time that the HPA will be introduced into a Democrat-controlled House of Representatives.

 

“Regardless of who holds power in DC, the American Suppressor Association believes that citizens should not have to pay a tax to protect their hearing while exercising their Second Amendment rights,” said Knox Williams, President and Executive Director of ASA. “With anti-suppressor legislators now in control of the House, the path to passage of the HPA is now exponentially harder than it was before. It may take years, but we at ASA, along with Rep. Duncan and his tremendous staff, will not stop working until we get suppressors out of NFA where they belong.”
